Interesting differences between NYS scandal under Waiguru and Sicily Kariuki

What's happening here?

A whopping Sh9 billion was misappropriated at the National Youth Service (NYS) and there is a deafening silence.

This is unlike the 2015 multi-million NYS scam, which took place when then Devolution and Planning Cabinet Secretary Anne Waiguru (currently the Kirinyaga Governor) was boss.

As Bungoma Senator Moses Wetangula would describe the scandal under Waiguru’s tenure - it was messy and noisy.

Pulselive.co.ke has highlighted interesting differences between the two scandals:

1. Money

In 2015, it was alleged that Sh706 million went missing at the Service.

However, three years later the National Intelligence Service Director-General Phillip Kameru and DCI George Kinoti reported that a whopping Sh9 billion was paid for services not delivered.

This money is said to have been misappropriated under the leadership of Health CS Sicily Kariuki, who was previously the Public Service Minister.

2. State House defense

Waiguru was fiercely defended by State House when the public called on President Uhuru Kenyatta to remove her from office.

Speaking during an interview on Citizen TV, State House Spokesperson Manoah Esipisu said that Ms. Waiguru was a whistle blower and claimed political rivals were behind calls for her dismissal.

"Waiguru blew the whistle and you have to be careful how you approach these things.

"We are a more open society than we were before. We have numerous graft cases in court. If the opposition thinks they’ll progress by holding 20 press conferences a week to shout at the President, they’re wrong," he said.

Nonetheless, reports indicate that the investigations into the latest NYS scam were approved by President Kenyatta.

3. Resignation pressure

When the 2015 NYS scam came to light, there was a fierce campaign launched against Ms. Waiguru to have her out of office.

The push was being spearheaded by Opposition politicians and the public never seized talking about the matter.

This went on until the day Waiguru called a press conference to announce that she had tendered her resignation and asked the President she was open to lighter duties in Government.

Fast forward to May 2018 and the only high-profile individuals who ‘deliberately’ stepped aside to allow investigations to take place are Public Service PS Lillian Mbogo Omollo and NYS boss Richard Ndubai.

Unlike Waiguru’s case, there are no daily hashtags on twitter calling for the resignation of Ms. Kariuki.

4. Raila’s voice

Opposition chief Raila Odinga’s voice was loud and clear during the 2015 NYS scandal, something that saw him enter a court battle with Ms. Waiguru.

The former Prime Minister was on the front line demanding a lifestyle audit on Waiguru and her immediate resignation.

After the discovery of the 2018 NYS scandal, the Opposition chief seems not to be as vigilant as before.
