MCAs complain of colleague who uses 'too much English' in parliament

They have to carry dictionaries to the floor of the house.

Uasin Gishu County MCA may be forced to use dictionaries in parliament to try to understand what Jenny Too, a graduate of Daystar University and daughter to the late Mark Too could be saying during motions in the assembly.

The MCAs requested Ms Too to slow her English down so they could understand her contributions during debates.

There was drama when Kipkenyo Ward MCA Mr Hillary Rono interrupted her and asked her to 'slow down her English'.

“Her English is flowing very fast, Mr Speaker Sir. We are requesting that she slows down so that some of us can comprehend what she is saying," he said on Thursday evening.

He added: "We would like to understand what she is saying, Mr Speaker Sir."

He added that Too should understand they do not have the same capacity to grasp the language.

The Speaker of the parliament, Mr David Kiplagat would later ask MCA Too to speak slowly.

“I don’t know, Honourable Jenny, if it’s possible that you slow down or something like that so that your colleagues can hear you clearly," Mr Kiplagat said.

Apology

The MCA was forced to apologise before she opted to rephrase her arguments in parliament.

“Mr Speaker, I apologise to members. My English can sometimes be very fast but I understand and will comply with the request," she said.

She was making contribution to a motion tabled by Cheptiret Ward representative Gilbert Tenai in which there was a proposal for farmer to be rewarded for their efforts.

"Mr Speaker Sir, the angle I chose to look is that of a young man who wakes up every morning and plants cabbages that are sold all the way to Kiambu, and maybe the gentleman makes Sh1,000 in a month," she said.
