Matiang'i's team orders schools to refund fees in this county

Mr Nyagwanga warned the schools head of a disciplinary action, should they fail to do so in good time, after parents in the area complained of high levies on their children.
“If any parent has paid any levy and especially the lunch fees it should be refunded with immediate effect. Stern disciplinary action will be taken against any principal who defies the directive,” he said as quoted by the amid fears from parents that they may not get the refunds.
The Meru County Commissioner also directed education officials, Deputy County Commissioners, chiefs and their assistants to ensure that the principals operating in their area of jurisdiction comply with the order to attain the government goal of 100 per cent transition rate from the primary to secondary school.

“We are monitoring all the day secondary schools in the area on a daily basis to ensure that they are enrolling students free of charge,” he said.
In November last year, the government scrapped the Sh9,374 school fees which each student in public secondary schools was paying per year, a move which paved way for full implementation of free day secondary education, which started this term.
Education Principal Secretary Dr Belio Kipsang said that the government will pay the subsidy in full, but since the implementation parents have cried foul of additional and hidden levies they gave to part with.
“In order to ensure a 100 percent transition for all leaners and remove the burden from parents, the parent component of Sh9,374 has been taken up by the government and as such leaners in day schools will not pay any school fees,” Dr Kipsang said in the document dated October 19.
This meant that the each learner in public schools will be receiving Sh22,224 from the government with effect from January 2018.

Meanwhile, parents were handed a responsibility of buying school uniform and pay for lunch for day scholars. But CS Matiang’i would later contradict and directed that no parent should pay anything for students. Already, the government has allocated Sh25 billion for the programme, a section of which has been disbursed.
