Marwa is among the short listed candidates for the soon to be named permanent secretary positions.
He has been the most vocal county commissioner in the country and has previously had spats with other high profile figures such as Mombasa County Governor Hassan Ali Joho.
If appointed as a Permanent Secretary, it will reflect his journey of rising in ranks. He started off as a District Officer in Nyeri and was the Mombasa County commissioner before being promoted to County Commissioner.
