He said that his administration will focus on boosting four manufacturing sub sectors: the Blue Economy, Agro-Processing, Leather and Textiles.

The president insisted on the need for local manufacturing by seeking to increase the fishing industry seven fold, and directing that the Defence Forces procure all leather products from the local industry, effective the financial year 2018/2019.

“As part of the Big Four, our tea, coffee, meat, fruits and vegetables will be processed locally. This way, we will obtain more value from our produce, and create more jobs and wealth for Kenyans,” he said.

He ordered Kenya Revenue Authority (KRA) and other relevant authorities to destroy counterfeit products upon seizure.

Housing, Food security and Health care

In the president's new plan, up to half a million Kenyans will be able to own homes by 2022.This will be achieved by reducing mortgage and construction costs.

Universal health care will be realised by policy and administrative reforms in the medical sector. The administration will enforce collaboration between National Hospital Insurance Fund (NHIF) and private medical insurance providers.

Food security will have idle arable land put to use. The Ministry of Agriculture and Irrigation will publish terms which commercial farmers can lease agricultural land owned by the government.

The Big Four is expected to create jobs and allow Kenyans to lead new lives of greater comfort.

The president further insisted that the plan will need skilled citizens thus necessitating the implementation of the new education curriculum.
