In his analysis titled: Why Referendum Will Happen. Handshake No Handshake, Mr. Ngunyi opined that deal between the two leaders will end in a disaster.
"The handshake is just a commercial break. It will not last and we must not lie to ourselves or to our leaders. We must tell them the truth that we do not believe these handshakes stories," he said.
According to the political scientist, the referendum will be the sensitive process that will sharply divide Mr. Kenyatta and Odinga.

Ngunyi believes that the two will not see eye to eye over the process that intends to change the constitution and include various Executive positions such as the Prime Minister’s post.

“I discern a disaster in this handshake because god put a defeated Raila in the hands of but Uhuru decided to spare Raila in order to over on with the Big Four.
"And in my view, this was a bad choice. Because the referendum will finish the handshake and the fall out between these two men will be a disaster," he said.
The former Prime Minister is on record calling for the establishment of a three-tier government as one of the ways of finding lasting solutions to the problem posed by the sizes of the devolved economies.

This would mean that the country will have to go into a referendum to make changes to the Constitution.
Raila's referendum proposal
Last week during the 5th Annual Devolution Conference held in Kakamega Mr Odinga said: "The Bomas Draft Constitution divided Kenya into 14 regions, each made up of several districts. The intention was to create units with the size and population that made them economically viable”.
"There is need for the country to adopt a three-tier system that retains the current counties, creates regional governments and retains the national government, to create units with the size and population that are economically viable," he said.
DP Ruto rejects referendum

His proposal was opposed by Deputy President William Ruto who insisted that Kenya should use the current Constitution to strengthen devolution.
"These are issues that can be prosecuted without engaging in billion shilling referendum and in any case if there is going to be a suggestion on arranging or rearing devolution it cannot be creating another layer," he said.
