Dilemma emerges in Uhuru's 'Big Four' agenda

This could force President Uhuru to hold talks with NASA Governors.

The committee chaired by Mandera Senator Mahamud Mohamed, argued that it would be difficult to implement the programmes until the National Government partners with all the 47 counties despite as NASA governors vowing not to recognise Kenyatta's presidency.

The Head of State's Big Four are centred around manufacturing, healthcare, food security and housing in which he looked at providing 500, 000 housing units as part of his key agenda during his last term.

In the meantime, food security falling under Agriculture and healthcare under Health are devolved functions that the Jubilee administration would be forced to agree with NASA and its governors for smooth implementation.

“Some of the big four agendas the national government plans to undertake are devolved. There is a risk of disfranchising devolved function since the Jubilee administration has set them as priorities,” Bungoma Senator and Senate Minority Leader Moses Wetang’ula, a member of the committee, said.

Uhuru's legacy

Previously, both National and Senate minority leaderships vowed not to back any plan that “could benefit Uhuru Kenyatta’s legacy, as they would not participate in parliamentary matters.”

The lawmakers in the National Assembly early this month made true their threat and avoided the vetting process of Kenyatta’s cabinet secretary nominees, an exercise which was done exclusively by Jubilee MPs.

Equally, on Wednesday, NASA affiliate MPs avoided the crucial exercise to vet permanent secretaries who will accompany the new cabinet secretaries in various dockets.
