Adan Harakhe and Hassan Noor to be arrested over NYS scandal

Adan Harakhe and former tender committee chairman in the Ministry of Devolution Hassan Noor are wanted men.

 

Ethics and Anti-Corruption Commission detectives were on Friday morning on the hunt for Former National Youth Service boss Adan Harakhe and former tender committee chairman in the Ministry of Devolution Hassan Noor with the intent of arresting and arraigning them in court to answer to charges relating to dubious dealings at the NYS according to Capital Fm.

The Former Principal Secretary, Peter Mangiti was also arrested for the second time and arraigned at the Milimani Law Courts over suspect payment clearances at the NYS.

He was bundle on a bus with loads of other persons arrested by Ethics and Anti-Corruption Commission detectives on Friday in relation to tender irregularities.

Harakhe and Noor had initially appeared to be on the clear after they successfully fought arrest and prosecution by pre-empting both actions by moved to court where they secured temporary orders barring police from arresting them.

Harakhe name has featured prominently in the NYS scandal, first as a witness and now as a suspect.

Former Devolution Cabinet Secretary Anne Waiguru for instance even tried to shield Harakhe from prosecution with regard to the theft of Sh791 from the NYS despite the fact that it was his IFMIS password used.

It also came out during the NYS parliamentary probe that Harakhe was transferred to the NYS under Waiguru orders to take up a post specially created for him and given the Authority to Incur Expenditure.

This new developments may be the sign Kenyans have been waiting for years, a robust, armed to the tooth EACC which cannot only bark but bite as well.
