Head of Public Service Joseph Kinyua wrote to the affected in June terminating their contracts after it emerged that they were sitting idle in their offices for three months.

The PSs, who earn a monthly pay of Sh765,188 a month, are entitled to a service gratuity at the end of their term at the rate of 31 per cent of annual basic pay for every year served.

Taxpayer burden

Ten of the affected were appointed in 2015 and have worked for 32 months, bringing their payout to about Sh7.8 million each.

Two others came on board in 2013 and will take home at least Sh9.4 million each having worked for over 40 months.

Paying salaries to the officials has been a burden to the taxpayer because they are sustained by the public yet they have not been serving in any substantive capacity.
