These are Kenya's six most corrupt public institutions according to EACC
Lack of action on suspects, poor services delivery, lack of unity among government institutions are some of the reasons.
The EACC's 2016 Corruption Index ranks the police service, which is under the Interior ministry as the most corrupt public institution in the country.
Interior ministry purchases such as arms and military budget is also not subjected to public scrutiny which has been blamed for creating ample environment for corrupt deals.
The research which involved 5,908 respondents and took place from August 15 to September 17, 2016 found out that corruption was most rampant when it came to applications for national IDs, birth certificates, medical services, title deeds and traffic matters.

The commission also reported a 10 per cent drop in Kenyans trust on the government's commitment to fight graft.
Lack of action on suspects, poor services delivery, lack of unity among government institutions were cited as the main reasons for the drop in trust levels.
Health ministry
Health ministry headed by Sicily Kariuki, who survived an impeachment recently is the second most corrupt ministry.
In 2016, a leaked internal audit report revealed top Ministry of Health officials had stolen more than Sh5 billion through payments of millions of shillings to phony suppliers and manipulation of the Integrated Financial Management System (IFMIS) in the financial year (2015/2016).

In 2018, Auditor General Edward Ouko confirmed most details of the infamous Sh5 billion Afya House scandal.
Devolution
In 2016, a special audit of the National Youth Service accounts by the Auditor General revealed an elaborate scheme to defraud taxpayers that led to the loss of Sh1.9 billion and an attempted theft of Sh695 million.
Anne Waiguru, the current Governor of Kirinyaga County who was the cabinet secretary for devolution then was adversely mentioned in the scandal.

Education
Currently headed by Amina Mohamed, former Cabinet Secretary for Foreign Affairs ministry of education is the fourth most corrupt public institution.
In 2016, Fred Matiang'i was the Cabinet Secretary of Education.
Transport

Headed by James Macharia, the transport ministry is the fifth most corrupt public institution.
Treasury
The treasury headed by Henry Rotich is the sixth most corrupt public institution.
In 2016, the Auditor General declared that Sh215 billion from Kenya’s 2014 controversial Eurobond funds had not been accounted for.
