The memo penned by IEBC Chairman Wafula Chebukati highlighted some pertinent questions regarding the August 8 General Election in which the presidential results were nullified by the Supreme Court.
The Chair demanded Chiloba to explain several matters including why two individuals created a username account and password in the name of the Chairperson of IEBC without his knowledge.
At the same time, Chebukati exposed that 595 polling stations failed and/or otherwise refused to send any results for the presidential election

The content of the memo elicited an array of reactions from the public including politicians and other high profile indivividuals.
A section of the public stated that the IEBC was finally bringing to light the rot within the Commission.
At the same time, some opined that Chebukati was not willing to be a 'sacrificial lamb' in the election fiasco.
Others went for the head of Chiloba highlighting that he was the master mind behind election rigging.
