Odinga said that the perpetrators of the bungled August 8 polls worked from a military installation in Karen.
"The cartels involved in rigging polls put an equipment at the military installation in Karen meant for conducting border surveillance. The data was not coming from any polling station. This was a fraud of the highest order," Odinga said after a meeting with ACK bishops in Nairobi.

He further disclosed that the algorithm that determined the results which were beamed throughout the election period were computer generated.
The NASA team has maintained that Jubilee worked together with leading mobile service provider Safaricom, IEBC, Al Ghurair printing company and French firms OT Morpho and Safran to deny him victory in the August 8 polls.
Raila revealed that Safaricom was contracted by IEBC to transmit election results from the Kenya Integrated Electoral Management Systems (KIEMS) kits at the polling stations to the IEBC servers.
However according to NASA, Safaricom’s system never relayed results to IEBC’s public web portal.
The data, Raila said, was to be conveyed via Virtual Private Network (VPN) in order to ensure that there was no tampering with the results before they reached the servers.
“It has come to our knowledge that one of these VPNs terminated at a cloud server registered in Spain but operated from France under the control of OT-Morpho. Both VPNs were fully paid for by the IEBC. However, the VPN from Safaricom terminating locally was never set up” Odinga announced last week.
The NASA leader said results from the polling station KIEMS kits left the country but never found their way back to IEBC and none of the kits under Safaricom’s network ever got their results onto the IEBC’s public web portal.
