Before proposing to her, you should both be willing and ready to marry each other. This will take away any fears of getting rejected in public.

Ask her about her dream proposal, ask if she loves an open or private proposal, ask whether she wants her friends and family around or just you both with cameras.

All these questions are necessary not only for public proposals but also for private ones. Knowing what your partner wants is crucial when planning a proposal; it demonstrates your seriousness and will spare you from avoidable pain.

Finally, a public proposal isn't a bad idea if you're certain that's what she wants.
