Kinoti said Manduku was being grilled at the DCI headquarters on Kiambu Road before arraignment on Tuesday.
In December last year, the KPA boss lost a court case where he had asked for temporary orders restraining the Director of Public Prosecutions (DPP), Inspector-General of Police and the Directorate of Criminal Investigations from arresting and charging him pending the hearing and determination of his petition.
His lawyers included Senior Counsel James Orengo (Siaya Senator) and lawyers Julie Soweto and Nelson Havi, who argued that charges against him as proposed are not based on any factual foundation.
Manduku was accused of authorizing irregular expenditures totaling to Sh.2.73 billion in what was popularly publicized as the KPA Scandal.
