DPP Haji revealed that EACC investigations had found evidence of irregular payments amounting to Sh357, 390, 299.
The ten others implicated in the scandal were named as:-
- Peter Mbugua Kariuki - County Secretary
- Patrick Mwangangi - Head of Supply Chain Management
- Samuel Ndung'u Mwangi - Tender Committee member
- Edwin Kariuki Murimi - Tender Committee member
- Lawrence Mwangi Mukuru - Tender Committee member
- Preston Militi - Tender Committee member
- Wambua Ndaka - Senior Clerical officer
- Andrew Nasiego - Senior Clerical officer
- Anthony Mwaura Ng'ang'a - Director, Ahadi Enterprises Ltd & Todi Civil Engineering Ltd
- Rose Njeri Ng'ang'a - Director, Ahadi Enterprises Ltd & Todi Civil Engineering Ltd

The DPP also named some companies and individuals who are charged with money laundering to a tune of Sh21 million as:-
- Webtribe Ltd
- Danson Muchemi Njunji - Director, Webtribe Ltd
- Robert Mureithi Muna - Director, Webtribe Ltd
- Zablun Onyango Ochumo - Agent, Webtribe Ltd
- Frederick Odhiambo
All 15 individuals and the companies implicated will face eight charges listed by the DPP as follows:
- Conspiracy to commit an offence of corruption
- Willful failure to comply with law relating to procurement
- Conflict of interest
- Abuse of office
- Unlawful acquisition of public property
- Deceiving principle contrary to section 14 of the Economic Crimes Act
- Money laundering
- Acquisition of proceeds of crime
