Raila reveals his first action as President

Orange Democratic Movement (ODM) leader Raila Odinga has disclosed his first action as the President of Kenya after the August 8 poll.

Speaking at the Bomas of Kenya while handing nomination certificates to ODM candidates, Mr Odinga divulged that the first step will be to fire every State officer who has been involved in campaigning for President Uhuru Kenyatta ahead of the August 8 polls.

The former Prime Minister sharply condemned Cabinet Secretaries, Principal Secretaries and other State officers engaging in politics noting that they were in contravention to the constitution.

"Uhuru must prepare to leave office with his political civil servants. We will not allow them to serve in NASA government," Odinga said.

The Opposition chief added: "When State House says it is normal for State officers to campaign, then something is wrong".

The Elections Acts dictates that a state officer should not be involved in activities of a political party or candidate.

"A public officer who contravenes subsection (1) commits an offence and is liable on conviction, to a fine not exceeding Sh1 million or to imprisonment for a term not exceeding three years, or to both," the Act states.

Among the CSs and PSs who have been involved in campaigning for President Kenyatta include Education CS Fred Matiang’i, Mwangi Kiunjuri (Devolution), Charles Keter (Energy) , Eugene Wamalwa (Water), Lands PS Nicholas Muraguri among others.

However, State House Spokesperson Manoah Esipisu rubbished the Opposition's claims stating that the state officers “were accountable to the President who appointed them and whose vision of service they have to operationalize”.
