How NTSA officials collude to issue fake number plates

Reports have emerged on how National Transport and Safety Authority (NTSA) officials have been colluding to issue fake number plates.

A report by Nation said that the NTSA officials are the ones who act as brokers between criminal gangs and other people who want duplicate numbers with vehicle registry officials.

The registry officials then find a vehicle owned by people in different towns and take logbook details of the vehicles from the NTSA website, and then give to the person that had requested for a number plate.

For example, if someone in Nairobi wants a cloned number plate, the registrar will find a vehicle whose owner is Mandera, Garissa, Mombasa, Kisumu or anywhere far from the city. He will also ensure that the number plate of the car is not on the police radar or somewhere in a police station,” Nation quoted an investigator.

The person will go make a fake logbook then head to the police for an abstract for a lost or damaged number plate, before making a formal application for duplicate number plate at the NTSA.

Nation added that the colluding NTSA officials will then help the person apply for a new number plate for a fee and also coordinate with the vehicle inspection department to help the person get an inspection certificate.

This is because the electronic inspection always detects when the vehicle’s chassis number is different from the one in the logbook,” said the investigator.

They NTSA officials also link the person to insurance brokers for stickers.

19 arrested

This comes a day after 19 NTSA officials were arrested for being part of the number plate cloning syndicate.

They were arrested after the Anti-Terror Police Unit (ATPU), Flying Squad and DCI detectives raided their offices in Nairobi.
