Judge George Odunga makes new ruling against Alfred Mutua

The controversial judge made the ruling in Machakos, imposing a hefty charge on the governor

Justice George Odunga

In a matter that was brought before him by the county's ward representatives, Justice Odunga ruled in their favour.

The judge ordered Governor Mutua to release Sh93,453,051 owed to the MCAs as their salaries for two months.

Odunga upheld an earlier ruling by the Senate Public Accounts and Investment Committee.

The Senate argued that the county boss had fozen their salaries as retaliation for impeaching his deputy, Eng. Francis Maliti.

Dr Mutua's Instructions

Dr Mutua admitted to instructing his Finance CEC to withhold the MCAs' dues. He explained that they did not deserve to be paid after disregarding development projects.

"The members of the county assembly who are fighting me approved their own salaries but failed to approve money for development.

"I have said they should also not get their salaries if they will not approve money for development," he explained.

Governor Mutua gives in

Through his Twitter handle Dr Mutua addressed a controversial issue raised by the MCAs' law suit, the giving of Thwake Dam jobs to locals.

"On employment, we have agreed to have 60% of all local  jobs to be by residents from the region.

"We will soon be meeting with our Senators, Members of National Assembly, MCAs and other leaders to work out details on how employment vacancies will be communicated to Wananchi," he tweeted.
