Auditor General unearths Sh20Billion mega-scandal

According to the audit report by the Auditor general Edward Ouko, Sh 20 Billion allocated to the National Irrigations Board (NIB) cannot be accounted for.

The audit report further exposed loopholes ranging from Cooking financial records, inflated costs, implementing ghost projects and failure to adhere to procurement rules.

It is believed that corrupt individuals took advantage of these loopholes to loot the fundsover a three year period.

At the center of the probe is the Galana-Kulalu Food Security Project that was launched in fanfare by president Uhuru Kenyatta but which has failed to live up to its expectations as the country faces occasional acute food shortage and hunger.

The giant Sh7.3 billion project was to produce 20 Million bags but reports indicate that it has produced a meagre 103000 bags since commissioning.

The board could also not account for Sh 3.6 Billion allocated to the Mwea Irrigation and Settlement Scheme, Bura, Tana, Perkerra, Ahero, West Kano, Miad Centre, Bunyala and the Mwea Irrigation Development Project in 2015-2016.

Additionally, it could not account for Sh375 million compensation to landowners for Thiba dam construction that was launched by President Kenyatta on 23 November 2017.

Of concern is that amidst alleged wastage and malpractices captured in the Auditor General’s 2015-2016 Audit report, the board is seeking an additional Sh 15 Billion to complete stalled projects.

The report which appears to indict the board notes that “It was not possible to confirm whether they will be completed in the near future and the additional cost(s), if any, required to complete them or losses the Board may suffer if projects are not completed”.

“It has not been possible to ascertain that the total expenditure of Sh3,603, 941,641 is a proper charge on public funds,”

The revelations adds to a number of other multi-billion scandals that have rocked the President Kenyatta’s administration in his second term in office.

Most recent are the NYS and the NCPB scandals in which the public reportedly lost more than Sh10 Billion to corruption.
