The middle-aged man identified as Evans Muhakwa was before the court on Friday, where he pleaded guilty of obstructing other road users at Nakumatt Junction along Kakamega-Webuye Road on Thursday, June 29.
Ms. Rachel Ruto was on the route heading to Masinde Muliro University for the national inter-denomination prayers.
Presiding over the case, Senior Resident Magistrate Erick Malesi ruled that he pay Sh10,000 as fine or serve a three months jail term.
Muhakwa, however, asked the court to forgive him noting that he had a sick wife at home.
"My wife underwent operation recently and is still in the hospital. She left our four children and none of them knows that I am in court today since I was arrested. I plead with the court to forgive me and I won't repeat the mistake again," Muhakwa was quoted by the Standard.
