According to the Senators, the 5 Cabinet Secretaries were to be blamed over Gazette notices that led to abuse of Maize Subsidy Programme.
The Gazette notice is said to have resulted in the importation of an extra nine million bags of cheap maize from Mexico.
Scrutiny
Treasury CS Henry Rotich and former Agriculture CS Willy Bett were indicted in the report over gazzete notices that allowed cheap imports to flood the Kenyan market.
Head of Public Service Joseph Kinyua, Health CS Sicily Kariuki and her Devolution counterpart Eugene Wamalwa and Agriculture's Mwangi Kiunjuri were also indicted.
Senators called on the CSs to take responsibility as Siaya Senator James Orengo called for the scrutiny of anyone involved in the scandal.
"Gazette notices do not just come about It is not just a matter of putting a pen on the paper," Orengo stated.
Investigators
"All the people concerned must have input. If you look at these notices, they were not just a matter that came about or a typographical error," he added.
The damning report indicated how money meant for maize farmers was diverted to pay traders, brokers and ghost suppliers.
The report further recommended that the Directorate of Criminal Investigations (DCI) and the Ethics and Anti-Corruption Commission (EACC) expand the investigation on the scandal.
