The Public Service Commission (PSC) in Kenya has shortlisted 224 individuals for Chief Administrative Secretary (CAS) positions.&nbsp;

Among them are media personalities and politicians who lost in the 2017 General Election.

The list includes both allies of current President William Ruto and former President Uhuru Kenyatta, who created the position.&nbsp;

Interviews will begin on March 1, and successful applicants will serve on contracts determined by the President himself.&nbsp;

PSC received 5,000 applications for the 224 positions, and Kenyans have been invited to submit petitions regarding the shortlisted candidates.&nbsp;

Although it is not yet clear how many positions Ruto will appoint, sources say he may appoint 23.

Among the most notable names are former news anchors Linda Ogutu and Mwanaisha Chidzuga. Ms Ogutu left KTN in 2021 to serve as the head of the Football Kenya Federation (FKF) Secretariat.

“Mkiamka kesho mtapatana na hii list. Naomba tupendane kama wakenya. Tafathali naomba muamke, mkunywe chai na mniombee. Maisha ni kuombeana please. Where is my friend Ahmednasir?” she said in a post on Twitter.

In 2022, Chidzuga vied for the Matuga Constituency parliamentary race on a UDA ticket but lost to Kassim Sawa Tandaza of ANC.

President Ruto’s digital strategist Dennis Itumbi was also shortlisted for the position of CAS, barely a month after he was appointed to the Talanta Hela council.&nbsp;

Among election losers who have been shortlisted include former Nairobi Governor Evans Kidero, former Senator Millicent Omanga, Former Kirinyaga Woman Representative Purity Ngirici, former Kiminini MP Chris Wamalwa, Former Kakamega Senator Cleophas Malala, Former Narok Governor Samuel Tunai, and Bishop Margaret Wanjiru.

Others on the list lost during the UDA primaries such as former Laikipia Woman Rep Catherine Waruguru, former Starehe MP Charles Njagua, and Macdonald Mariga.&nbsp;

<h3>Judge rules on legality of CAS positions</h3>

The Law Society of Kenya recently lost their case challenging the establishment of CAS position, after Employment and Labour Relations Court judge, Justice Monicah Mbaru, ruled that the PSC had lawfully created the position.

This ruling now allows the PSC to invite applications for <a href="https://www.pulselive.co.ke/news/local/how-chief-administrative-secretaries-cas-will-be-recruited/hcd49tz">job vacancies that were advertised in October 2022</a>, which the LSK had halted by suing.

The decision made by the court serves as a relief for President William Ruto’s allies, who lost in the 2022 General Election, as they are the main beneficiaries of this ruling.

The CAS positions include responsibilities such as responding to issues, providing liaison with the National Assembly and Senate, and coordinating with county governments.

The LSK argued that the creation of the CAS office was illegal and would lead to a bloated wage bill, which could potentially duplicate the roles of principal secretaries.

The society opposed the creation of the CAS office, citing the country’s struggling economy and financial constraints facing the government.

However, the court ruled that the creation of the CAS office conforms to the principles provided for in the Constitution and ensures no duplication of roles between CAS and principal secretaries.

Canada-based lawyer Miguna Miguna has torn apart the move by Deputy President William Ruto to endorse <a href="https://www.pulselive.co.ke/news/wheelbarrow-party-uda-selects-bishop-margaret-wanjiru-to-vie-in-nairobi-by-election/hgr67zt">UDA candidate Bishop Margaret Wanjiru</a> for the Nairobi gubernatorial seat.

Miguna stated that the move goes against DP Ruto's "Hustler Nation" outfit.

"The Hustler Nation narrative/message is emotionally empowering to 99.9% of Kenyans. However, Kenyans deserve more than soundbites: They deserve leadership with integrity. Fronting Margaret Wanjiru for Nairobi is Anti-Hustlers," Miguna stated.

DP Ruto declared support for Bishop Wanjiru on Sunday during a campaign tour of Kayole Estate, Nairobi County.

While endorsing Bishop Wanjiru, DP Ruto criticized the county assembly of Nairobi for approving the vetting of Anne Mwenda fo the deputy governor's position.

He also criticized those who moved to court to oppose the gubernatorial by-election in Nairobi.

"Some have been told they will be given the seat in a boardroom and barroom meetings, others have been told the deep state will give them the seat but we know leadership comes from God and the voice of the people. I urge that Nairobians vote in a candidate who cares about hustlers and that candidate is Bishop Margaret Wanjiru, we will give her our full support," the DP stated.

The United Democratic Alliance (UDA) party on Friday announced Bishop Margaret Wanjiru as its candidate for the Nairobi gubernatorial by-election.

Bishop Wanjiru was unveiled at the party headquarters in a ceremony attended by a majority of Tanga Tanga MPs.

The newly registered party also unveiled candidates for other upcoming by-elections.

For the Kabuchai by-election, UDA will be represented by Evans Kakai, Alex Lanya in Matungu constituency, Antony Wachira in London ward, Jonathan Warothe in Hells Gate ward and Moses Nyakeramba in Kiamakoma ward.

Elgeyo Marakwet Senator Kipchumba Murkomen who spoke during the ceremony stated that some Jubilee party legislators were ready to defect and join UDA.

"As members of the Jubilee party, we are ready to join UDA and I ask Chairman Johnstone Muthama to prepare to receive us. I assure all eight million members of the Jubilee party that in your father's house there are many rooms," Murkomen stated.

He further explained that the "wheelbarrow" party is part of the Jubilee coalition as the former PDR party.

Deputy President William Ruto has sent a quick recovery message to Jesus Is Alive Ministries founder Bishop Margaret Wanjiru who tested positive for Covid-19 on Thursday.

In a tweet, the DP said that the Government stands with all who are suffering from the deadly coronavirus disease.

He assured Kenyans that the government is working hard to ensure further spread of Covid-19 is stopped, and that the economic stimulus launched on Saturday by President Uhuru Kenyatta will ease the economic damage caused by the virus.

“We are determined to do everything within our God given capabilities to check the spread and defeat Covid-19 and the GoK economic stimulus package will mitigate the economic damage caused. We stand with those being treated. Quick recovery gallant soldier of the Lord <a href="https://twitter.com/BishopWanjiru/">@BishopWanjiru</a>,” said the Deputy President.

His words come after President Uhuru rolled out an 8- point economic stimulus plan aimed at cushioning different sectors of the&nbsp;economy from financial effects of Covid-19.

The President said Sh53.7 billion had been injected into the economy to stimulate its growth and cushion families and companies from effects of Covid-19 pandemic.
