President Uhuru Kenyatta on Tuesday issued a Sh11,464,702,500 cheque to governors during the 6th annual Devolution Conference in Kirinyaga County.

President Uhuru had just finished giving his inaugural address at the conference when he was asked to present the cheque meant for 45 counties.

The cheque, however, was dated December 20, 2018, a detail that raised questions.

World Bank Kenya, through its official Twitter handle explained that the money had been issued in line with the Kenya Urban Support Program.

"President Uhuru Kenyatta presents Sh11.46 billion to 45 counties under the Kenya Urban Support Program to develop infrastructure in 59 municipalities, which will contribute to the Big Four Agenda," the tweet read.

The announcer at the Devolution Conference told the delegates present that each of the 45 counties would be issued with a cheque with their share of the funds.

The cheque may have been drawn in December 2018 but the county bosses have about three more months until the cheque expires.
