Prof Kobia, the nominee for the Pubic Service, Gender and Youth Affairs Ministry CS, while responding to a riveting grilling at parliament buildings in Nairobi, revealed that the Jubilee administration for the last few years, has failed to rationalize on the 86 per cent dominance of 'large tribes' in the public service, adding that the government has equally “not been hiring.”
“The population of those below 35 years in the civil service is 19%. It could have been higher were it not for austerity measures in government. But we will keep improving.
“Large tribes occupy 86% of the civil service. But now the commission tries to balance when hiring. The problem is the government has not been hiring for a long time,” Prof Kobia told the vetting panel in Nairobi.

The new expose by the CS nominee comes against the backdrop of President Kenyatta mega plan to roll out his "Big Four Agenda" which includes manufacturing and job creation.
Massive job creation
Mr Kenyatta, in his address to the nation, minutes after taking oath of office for his second term at Kasarani in November last year, maintained that he will focus more on job creation.
President Uhuru’s focus in his second term, he said, will be on the Ministry of Manufacturing, Trade and Industry mostly responsible for creating hundreds of jobs.
“In this regard, we will target manufacturing. As you know our manufacturing sector is the primary vehicle for the creation of decent jobs.

“We will build on ongoing efforts, such as the VW and Peugeot motor-vehicle assembly plants; the fertiliser blending factories; and Wrigleys in the confectionery industry. Similarly, we will target the creation of 1,000 small and medium scale enterprises in agro-processing,” President Uhuru said earlier.
His focus, he said would be agriculture and as such hoped to create millions of jobs in the long run.
"Whether it is our vegetables, tea, coffee, oil or gemstones, our policies and actions as a government over the next five years will be to ensure that as much value, and as many jobs, as possible are created and retained in Kenya,” he said earlier while commissioning his grand plan for his second term in November last year.
To achieve this, large businesses and manufacturers that operate during night hours have had their power tariffs cut by up to a third beginning Friday.
Prof Kobia was picked for the CS job after leaving the Public Service Commission. Others who were picked include Fred Matiang'i (Interior) Charles Keter (Energy), John Munyes (Petroleum and Mining) Eugene Wamalwa (Devolution), Racheal Omamo (Defence), Monica Juma (Foreign Affairs)

The other CS nominees are: Simon Chelugui (Water and Irrigation), Keriako Tobiko (Environment and Natural Resources), Aden Mohammed (Industrialization) James Macharia (Transport), Joseph Mucheru (ICT). Sicily Kariuki - Health Rashid Achesa (Sports), Najib Balala (Tourism), Amina Mohammed (Education), Farida Karoney ( Lands), Ukur Yatani (Labour) and Peter Munya (East African Community).
