Jubilee delegations travelled to witness how the world’s biggest political party carries itself and get first-hand information on their strategy implementation.

A section of the adopted strategy requires the appointment of a powerful Cabinet secretary whose role will be required to put into effect the party interest.

Owing to the fact that Raphael Tuju did not cry foul over missing in the cabinet slots, it means that he is the third in Jubilee’s power hierarchy and he ‘the powerful cabinet secretary’.

In an interview with the Standard on Saturday, Tuju said “We want to have every party officials carrying the vision of the President all the way to the ground.”

“We are borrowing from best practice globally, strong parties keen on ensuring that its manifestos are implemented to the later have their officials in Cabinet,” said Tuju.

Now, Politicians allied to the ruling party; Jubilee will have to sign the party’s code of conduct document before being given the go ahead according to the strategic plan.

Uhuru Kenyatta’s new Cabinet kitchen brought in a new docket; Chief Administrative Secretary (CAS) in every ministry. The President cited that the CAS position will help in the reinforcement of Cabinet duties in the various dockets.
