Is it another scam in the making?

Inspector General of Police Joseph Boinnet and Interior PS Dr Karanja have shocked Members of Parliament after secretly buying four helicopters worth Sh4 billion, without following due process.

National Assembly Committee on Administration and National Security chaired by Kiambaa MP Paul Koinange was told upon making an impromptu visit to the National Police Service Airwing in Nairobi, that the two senior officials did the procurement single-handedly.

Director Rogers Mbithi, who mans the Airwing, revealed to the MPs that the four helicopters will be delivered to the Jomo Kenyatta International Airport today, despite parliament not being involved in the controversial purchase.

“As Airwing, we only gave specifications and left the rest to the ministry and the National Police Service,” Mr Mbithi revealed.

The committee members, however, vowed to follow the matter to the end given they were not informed of the plans to purchase the aircrafts, even as those in use have been grounded due to lack of proper maintenance.

“The committee was not informed. Members were surprised that aircraft can be bought without their knowledge. But we will follow up to the end,” the committee chairman Koinange said.
