National Assembly Leader of Majority Aden Duale was on Thursday caught off-guard watching as Nairobi Woman Representative Esther Passaris made her way into Parliament chambes.
Soon after the Woman Rep had sat down, the Garissa Township MP raised an issue with the rucksack she had carried into the chambers seeking clarification over whether it was appropriate and safe to be within the chambers.
Kitui South MP Rachel Nyamai and her Suba North counterpart Millie Odhiambo rose on points of order seeking a clear answer from Duale as to whether he was checking out Ms Passaris or her bag.

"When Hon. Passaris was walking in, I observed Hon. Duale and he was watching her from the time she entered to when she sat down. It is important Mr Speaker that Duale tells this House whether he was focused on the bag or on Hon. Passaris," Ms Nyamai noted.
On an intervention, Millie added: "My only concern is that it did not even take Hon Duale a minute to notice she had a bag. I hadn't even noticed it and she is seated next to me! I think it is true he was just noticing Hon. Passaris [not the bag]."

Millie also sought clarification on a comment by Minority Leader John Mbadi where he had classified bags as "male" and "female" asking how he had determined the gender of a bag.
Ms Passaris, however, explained to the House that she had carried the rucksack instead of a handbag for medical reasons.
