You can also give it a few months before you decide to have sex - more specifically three months since at this point the "honeymoon" phase of your relationship is fading and you are more comfortable with your partner.

You can also take a leap of faith and get it on within a week or days of dating. A 2012 study on sexual desire found that at the beginning phase of a relationship, sexual desire tends to drop especially in women.

The new information compromises the Jubilee party sitting governor, who is in court defending his claim that he acquired a degree at the Kampala University during the said period.

The Ugandan Department of International Affairs conveyed, in a letter, that there were no records of the governor’s visit to the East African nation that they could present as evidence of his studies there.

“We have established no record of travel into and out of Uganda during the said period…as per the details provided in the letter,” stated the letter signed by Lynette Bridget Boganza, for the Ministry.

Court Case at Supreme Court

The embattled Governor, challenged a ruling by the Court of Appeal and the High Court, which annulled his August 2017 election win in a suit filed at the Supreme Court.

The two lower courts agreed that Governor Mahamud did not possess the necessary qualifications for the position he was elected to.

Former Wajir Governor Ahmed Abdullahi, who challenged the case in court, asked the Supreme Court to uphold the two prior decisions as he seeks to return to the post.

The case will be heard by the full seven-judge bench of the apex court comprising Chief Justice David Maraga, his deputy Philomena Mwilu, Mohamed Ibrahim, J. B. Ojwang’, Smokin Wanjala, Njoki Ndung’u and Isaac Lenaola.

The judges also demanded evidence of the governor’s previous employment records, as well as his other academic qualifications for their consideration in the case.

<h1>Monday morning saw a major matatu go-slow hit commuters in various parts of the country.</h1>

Majority of passengers in Nairobi were left stranded along city commuter routes as few PSV vehicles were available and compliant with the traffic regulation.

Police officers stationed on the various routes conducted impromptu searches in the vehicles with commuters forced to part with between Ksh600 to Ksh1,000 for not wearing seat belts.

Passengers plying the Waiyaki Way - Kileleshwa route were checked at the Chiromo Lane turn-off and all those found without fastened seat belts were asked to alight from the vehicle and were only let off after paying Ksh1,000.

Traffic snarl-ups also affected most major roads within the city as motorists and pedestrians made their way into the CBD.

<h1>National Assembly Majority leader Aden Duale has been accused of using underhanded methods to frustrate the voting of the 8-percent VAT on petroleum products, during a chaotic Parliamentary sitting on Thursday afternoon.</h1>

Speaking in Parliament, Isiolo Women Representative Rehema Dida Jaldesa alleged that Duale locked up some MPs inside the toilet in a bid to ensure that the House did not have the required quorum.

For the Bill to be rejected, 233 members needed to vote against it.

Ms. Jaldesa further claimed that the Garissa Township MP forced other legislators out of the House.

"The Majority leader came and started pushing people to go out and even he locked some people in the toilet," Ms. Jaldesa accused Duale when she was given an opportunity to speak on the floor of the House.

After the chaotic scene in the August House, Duale told journalists that as the Majority leader he used every trick in the books to ensure the Finance Bill 2018 was passed.

"The leader of Majority employs a number of tricks to make sure that the Government agenda is complied with," he said.

On Thursday afternoon, chaos erupted inside Parliament as MPs started the voting process on the tax proposal by President Uhuru Kenyatta.

Angry MPs opposing the increased tax started chanting ‘zero’ forcing Minority Leader John Mbadi, who is supporting the tax proposal, to cut short his address.

The shouting and chanting continued with lawmakers turning against majority leader Aden Duale.

The Bill was finally passed on on Friday morning President Kenyatta signed it into law.

<h1>Migori Governor Okoth Obado’s wife is expected to appear before the Directorate of Criminal Investigations (DCI) over the murder of Sharon Otieno, the Rongo University who was kidnapped alongside Nation journalist Barrack Oduor.</h1>

Hellen Obado was reportedly summoned by DCI boss George Kinoti and is set to appear at the headquarters on Kiambu road.

This comes days after her husband Migori County boss was interrogated by detectives over the brutal murder of Sharon, who was seven months pregnant.

Obado confessed to having a love affair with the second-year student but maintained that the paternity of the baby would be determined after DNA test.

The Governor also denied any involvement in the murder of the 26-year-old in a press conference, where he paraded his wife and two children.

Mrs. Obado has since sent her condolences message to Sharon’s family.

“I today, accompanied my beloved husband to issue a statement concerning the death of Sharon Otieno. We sent our heartfelt condolences to the family and friends of Sharon Otieno. Thank you and May God bless you all and may Sharon's soul rest in paradise,” she said after the press conference.

<h1>National Super Alliance (NASA) party leaders on Tuesday declared their support for President Uhuru Kenyatta’s proposal concerning the 8-percent VAT on fuel after a meeting with Opposition chief Raila Odinga.</h1>

Speaking during a press conference, the legislators said that their support for the VAT proposal was conditional and would only be tested for a period of one year.

"Our support is however conditional. We offer support for the VAT for a period of one year," Suna East MP Junet Mohammed said.

Mr Mohammed added that the one year period could be extended if the need arises.

"If the government makes a genuine effort to implement those proposals, we will agree to sit down and negotiate the extension of VAT for another year if that will still be necessary," the Minority Chief Whip said.

The Opposition leaders went ahead to issue seven more conditions to President Kenyatta-led Government which revolve around better management of finances.

1. Austerity measures implemented across the board. The legislators demanded the Government to cut on cost through elimination of extravagance, elimination of waste and completion of parastatal reforms. The Opposition further urged the Government to live within its means.

2. To tame its appetite for big borrowing.

3. To tame its ambition of infrastructural projects.

4. To unveil a clear plan that will lead to new jobs for the unemployed and cut taxes for small businesses

5. To present to the country a clear plant to review and reform of our banking sector to ensure it is in line with the war on corruption and money laundering.

6. The state to put more effort in the anti-corruption drive with a clear program for ridding the country of this menace and a clear end game

7. The government to initiate major tax reforms, which must include overhauling the management of KRA and the Kenya Bureau of Standards.

"If nothing is done on these proposals, NASA will move a motion in the next budget to scrap VAT on fuel entirely like it did this time," NASA said.

<h1>The daughter of Githongo Law Courts Senior Resident Magistrate Caroline Kemei was brutally tortured before she was murdered and the body dumped in Gitoro Forest, Meru County.</h1>

According to a security officer who saw the body, Maribel Kapolon appeared to have been burnt with acid on one arm. The nine-year-old also had cuts in her thighs.

“The body was lying face down and a part of the head had no hair. One arm appeared to have been burnt,”  the officer was quoted by the Nation as saying.

The girl was kidnapped on September 6 while on her way home from school. Maribel, who had just been dropped by the school bus, was in the company of other children when an unidentified man called her to his car.

The abductors demanded a ransom of Sh500,000 after taking away the class four pupil and never communicated with the family again.

“A day before her kidnap, someone claimed to be her uncle. Another man then called her the following day and she ran towards him and we assume she knew him,” a police officer privy to the investigations was quoted by the Standard as saying.

Maribel’s lifeless body was recovered on Monday and emerging reports indicate that shortly before this, her assailants demanded a ransom in order to secure her release.

The ransom calls are believed to have been made in Kakamega and Naivasha. Detectives probing the murder are following on the leads.

<h1>It has now emerged that former Public Service Principal Secretary Lillian Omollo was using her children’s bank account to avert detection in the multi-billion National Youth Service corruption scandal.</h1>

According to detectives unraveling the heist, Ms. Omollo at one point made a cash deposit of Sh20 million to accounts registered to Sheela Mbogo, Stephanie Mbogo, and Shalom Kamwetu.

In a report by the Business Daily, this was conducted in the months when the grand theft at NYS was discovered.

The Asset Recovery Agency (ARA) made the revelations to the court stating: "All the accounts held at Diamond Trust Bank (DTB) are in names of the sons and daughters of Lilian Muthoni Mbogo."

“That on or about the 20th day of April 2018 … the accounts received Sh20 million suspected to be proceeds of crime or money laundering from the NYS,” the court papers read in part.

Investigators divulged that the PS made deposits of Sh900,000 to evade the financial institution from detecting any unscrupulous activities.

According to the law, financial institutions are required to report to the Financial Reporting Centre when transactions of amounts above Sh1 million are made.

PS Omollo is facing corruption-related charges alongside former NYS Director General Richard. The case will take place from January 7 to 31 next year.

On September 15, police officers located Maribel’s decomposed body in Gitoro Forest. The girl had one shoe and was still wearing her school uniform.

The body has since been moved to the morgue.

<h1>President Uhuru Kenyatta on Thursday abolished 12 positions in the National Police Service (NPS) during the National Security Conference held at the Kenya School of Government.</h1>

Kenyatta announced major reforms which include new command structure, rebranding and housing allowances set to be implemented in the Service.

He said that the reforms were meant to make the police a service that is respected rather than a force that is feared.

While disclosing the new structure, the head of state scrapped off 12 positions which include:

1. Administration Police Service regional commander

2. The Kenya Police Service regional commander

5. Kenya Police Service county commander

At the same time, President Kenyatta mentioned that the mandate of the Officer Commanding Station (OCS) will be expanded. Apart from being in charge of the police station, OCSs will also be responsible for police posts and patrols in their respective areas.

According to the new reforms, there will be one Regional Police Commander known as RPC, one County Police Commander referred to as CPC and a sub-county Police Commander (SPC).

"The reforms - ranging from changes in structure and command, integration of Regular and Administration Police, change of uniform, rebranding of colleges and introduction of housing allowances for junior officers - are also meant to make more efficient," he said.

The President also launched the Policy Framework and Strategy on Reorganisation of the National Police Service.

<h1>Former Kakamega Senator Bonny Khalwale on Tuesday night was put on the spot by Gatundu South MP Moses Kuria when he accused him of conducting abortions.</h1>

Khalwale, who is a trained medical doctor, was hit with the remark after claiming that Kuria appeared for the interview under the influence of alcohol.

“I wish we had put an alcoblow at the door before we came in,” Khalwale took a jibe at Kuria.

In response, the Gatundu South lawmaker said: “Before you were conducting abortions as a young doctor I was still in politics.”

On Wednesday morning, Khalwale came out to explain why Kuria accused him of conducting abortions.

“ I didn't get what

<h1>Migori Governor Okoth Obado will undergo a DNA test in the investigations of the murder of Sharon Otieno - the Rongo University student.</h1>

Directorate of Criminal Investigations (DCI) George Kinoti said that the medical test is part of the probe into the brutal killing of Sharon.

At the time of death, Sharon was seven-months pregnant and it is said that Mr. Obado could have been responsible for the pregnancy.

The 26-year-old was abducted alongside Nation journalist Barrack Oduor before she was murdered and her mutilated body dumped in Kodera Forest.

Mr. Oduor, who was following up on a love affair story involving Sharon and Governor Obado, divulged that the second year student disclosed to him that the County boss had refused to take responsibility of the unborn child.

On Tuesday, Mr. Obado took himself to the DCI offices after he was summoned by detectives probing the murder.

The Governor has been mentioned vastly in the murder as his Personal Assistant Micheal Oyamo was among the last person in contact with Sharon and the Nation journalist.

Mr. Oyamo was arrested over the abduction of Sharon and Mr Oduor.

<h1>Employment and Labour relations court on Tuesday made its ruling in the impeachment case of Nairobi County Speaker Beatrice Elachi.</h1>

The court directed that the orders barring her impeachment to stay until Friday when the case will be heard.

Last week, Elachi moved to court to block her impeachment after 103 MCAs voted in favor, 2 voted against and 2 abstained.
