KPMG kicks off highly anticipated IEBC's voters register verification process

The firm will review the register of voters against certified data on national IDs and passports provided by the principal Registrar of Persons and the Director of Immigration.

KPMG, which was awarded the tender recently, says it has started the verification of the voters register to determine its accuracy ahead of the August General Election.

In a statement to the press, the KPMG’s Chief Executive Officer Josphat Mwaura indicated that the key objective of the audit will be to review the legal framework and systems underlying the registration process.

“KPMG Kenya is pleased to announce that we have already commenced the audit of the register of voters in accordance with our technical proposal and contract with IEBC,” Mr Mwaura said.

He explained that the firm will review the register of voters against certified data on national IDs and passports provided by the principal Registrar of Persons and the Director of Immigration.

“To achieve the objectives of the Audit, KPMG has a comprehensive methodology which includes the review of the register of voters against certified data on national IDs provide by the Principal Registrar of Persons as appointed under Section 5 of the Registration of Persons Act to confirm that those who have registered using IDs are bonafide citizens and that they are validly registered as voters,” he stated.

He added: “The firm will also review the register of voters against the certified register of deaths duly certified by the Principal Registrar of Births and Deaths appointed under the Births and Deaths Registration Act, Cap 149 of the laws of Kenya to enable deletion of any deceased persons who may have been included in the register of voters.”

Mr Mwaura has urged all Kenyans to support the process as there is a race against time to complete it 90 days before the elections.

“At the end of this process, we will provide to the IEBC a report of the audit that includes recommendations to enhance the accuracy of the register thus ensuring a clean register,” he stated.

He stated that the work will be dependent on the timely provision of the certified register of voters of 2013, additional registered voters during the continuous voter registration and Mass Voter Registration MVRI and II.

He indicated that additional data they will require include the Register of Persons, National Passports Register, Register of Births and Deaths, list of national identification card surrendered by reason of death and the housing and population census.

Meanwhile, the kick off of the highly anticipated verification process has already faced a legal battle as activist Okiya Omtatah headed to court to stop the whole process, terming it null and void.
