Speaking at the 5 Annual Devolution conference held in Kakamega, Mr. Wamalwa alluded that the scenes was proof that the communication by Governor Wycliffe Oparanya that the County’s economy was 24 hours was true.

"You know very well that yesterday I declared a 24-hour economy. And what you hear is that it is working," Oparanya said.

Mr. Wamalwa dragged Kirinyaga Governor Anne Waiguru into the light moment stating that she could attest to the truthfulness of the 24-hour economy narratve.

"I want to say that what Oparanya said yesterday, we were discussing this morning and indeed he told me that his 24-hour economy is working and Governor Waiguru can attest to it," he said.

The CS left the delegates in stitches when he urged them to filanga free (feel free) in every aspect.

"And may I say to all the delegate are welcomed to ingoo and filanga free in all aspects," he added.

At the same time, National Super Alliance (NASA) leader Raila Odinga who delivered a key note speech at the event joke stating: "I see most of you seem tried. Is it because Governor Oparanya said Kakamega will a be a 24-hour economy. In fact he tells me some people decided to reduce his electricity bill by working at night in darkness".
