Scandal comes as President Uhuru Kenyatta steps up war on corruption

Government officials reportedly colluded with officials at the organization to siphon funds shortly after the initial scandal that saw Anne Waiguru hunted out of office.

In the present scandal, the government officials were paid huge sums of money for not doing any work through fictitious companies.

A well-placed source aware of the scandal revealed to The Star that “the money was paid over a long period and through phony companies”.

Some of those implicated in the first scandal are also beneficiaries of the Sh 10 Billion scam with claims paid.

Initial attempts to loot the funds were blocked by the then CS in charge Sicily Kariuki who demanded a full audit but the corrupt cartel got their breakthrough when the CS approved legitimate claims.

Sources privy to the details revealed that “for some time this bills were not paid because the Cabinet Secretary then, Sicily Kariuki wanted an audit. But as soon as she gave an okay for the genuine ones to be paid, all other fictitious companies were paid”.

Director of Public Prosecutions Noordin Haji and Director of Criminal Investigations George Kinoti have already delved into the matter to bring those culpable to justice.

“All I can I say is that this matter is under active investigation,” Haji confirmed.

President Uhuru Kenyatta has reportedly vowed to leave no stone unturned, vowing to deal with anyone linked to the scam.
