The move to threaten a boycott of the repeat presidential elections slightly a month away is profound in various key issues, the National Super Alliance (NASA) team has exposed.

The Raila Odinga led team has maintained that the on Tuesday sensationally claimed there was a fresh plot to rig the repeat election using partisan IEBC officials he wants axed.

Sack officials

Mr Odinga, siding with the memo from the IEBC chairman Wafula Chebukati to the CEO Ezra Chiloba, now wants the polls team to axe its key officers who were implicated in the August bungled elections.

“We want Chiloba and officers implicated in rigging of August polls to be sacked before next polls,” Mr Odinga said in reference to IEBC CEO Ezra Chiloba.

He added: “We want concerns raised by chairman (Wafula) Chebukati in the internal memo addressed. The IEBC cannot pretend to be united again. We are not going to fresh elections with that team.”

Cancel Al-Ghurair tender

In a renewed onslaught, Raila now claims that the tender awarded to the French firm should be cancelled warning that similar mistakes that were committed in the last polls are highly likely to be repeated.

The team has opposed award of the tender and asked the Government of France to investigate the firm’s officials accused of aiding vote rigging in Kenya.

ICT overhaul

About the ICT infrastructure, Nasa is demanding that independent international experts be engaged to manage the ICT framework of the election,. This, Raila adds, should be done under a thorough watch of the candidates’ agents and an officer from the IEBC.

“Results transmission system to be designed on the Oracle platform and overseen by Oracle Consulting. No use of cloud servers in results transmission,” Nasa campaign committee chairman Musalia Mudavadi says in the list.

Disband ‘Project Team’

To counter the already Project Team proposed by the IEBC, Nasa opted to provide a list of 11 commission officials including IEBC commissioner Abdi Guliye, chief executive Ezra Chiloba and Betty Nyabuto.

The list that was rejected by NASA includes deputy chief executive Marjan Hussein Marjan who was recently appointed by IEBC chairman Wafula Chebukati to head the project team for the fresh election, directors James Muhati (ICT), Immaculate Kassait (voter registration and electoral operations), Praxedes Tororey (legal and public affairs, an advisor to the chief executive Moses Kipkogey, Sidney Namulungu, Nancy Kariuki and Silas Rotich.

Chiloba must go

Raila has now renewed a push to have the commission’s CEO Ezra Chiloba step aside, claiming that he was adversely mentioned in the just bungled elections. He maintained that if Chiloba will lead the team proposed by IEBC, there “will be no different results”.

However, after a two-day retreat in Naivasha, the commission resolved to retain the CEO as the team leader for the upcoming elections.

“We want Chiloba and officers implicated in rigging of August polls to be sacked before next polls,” Odinga told his supporters.

Grant servers access

Mr Odinga and co-principals Kalonzo Musyoka, Musalia Mudavadi and Moses Wetang’ula also gave an ultimatum to the commission to give them access to its servers as ordered by the Supreme Court, ahead of the election.

“We want to tell IEBC that if these conditions are not met, there will be no election come October. IEBC cannot pretend to be united,” Mr Odinga said at Kamkunji grounds.

He added: “The Supreme Court had ordered the commission to give us access to its servers but the commission refused.”

System Audit

The Nasa team has also requested access to the IEBC servers, as directed by the Supreme Court during the submissions in the just concluded petition, which the Raila has argued that the order from the court was not comprehensively honoured by the Wafula Chebukati led team.

He has also demanded for the gazetment of all polling stations that will be used in the upcoming exercise, notwithstanding the register audit and the KIEMS kit that will be used in the repeat polls.
