The Public Accounts Committee (PAC) on Wednesday ordered the DCI and EACC to begin investigations on Foreign Affairs CS Monica Juma and a host of other public officers.

According to a report tabled by the committee, the state officers are accused of mismanaging public funds and the committee recommended action against them.

CS Juma is accused of flouting government tendering procedure during her stint as Interior Ministry PS.

"Much as provision of Comprehensive Group Life Insurance Cover for National Police and Kenya Prisons Service Staff was particularly required, the Accounting Officer erred and did not adhere to the provisions of the Public Procurement and Disposal Act, 2005.

"She [Juma] should, therefore, be investigated with a view to being prosecuted, if found culpable," the report read in part.

The CS awarded the said tender to British American Insurance Company at Sh1.7 billion and ignored a supplier who also participated in the bidding process with a lower asking price at Sh629 million.

Treasury PS Involved

PAC also highlighted Treasury PS Kamau Thugge as a suspect recommending that he should be held responsible for an accumulated debt of Sh632 million at the ministry.

"The reason advanced by the accounting officer that the pending bills were mainly due to late submission of invoices from suppliers was not satisfactory to the committee.

"Other accounting officers attributed pending bills in their entities to lack of or late release of exchequer from the National Treasury which is a symptom of cash flow management problem in Government," the report outlined.

Former state officers also implicated in the damning report include former Health PS Khadijah Kassachoon and former Roads PS John Mosonik.
