NASA's damning letter to Speaker Muturi that may complicate Uhuru's appointments

The letter reveals NASA's latest move aimed at frustrating Uhuru and the Jubilee administration.

In a letter written by ODM Chairman John Mbadi, NASA said it does not recognise President Uhuru Kenyatta as Kenya's legitimate leader so the appointing authority is vacant.

The letter adds that as a result, the coalition will not propose names of members to take part in the vetting of new cabinet secretaries.

"As you are aware and is clearly spelt out in standing order 204(1), the only responsibility of the committee on appointment is to consider for approval by the House, appointments under Article 152(2) of the constitution.

"This requirement presupposes and anticipates the naming of cabinet secretaries by the appointing authority. In view of the above, I wish to remind you that the office of the appointing authority for cabinet secretaries is vacant hence no need to constitute the Committee on Appointments," the letter reads in part.

The committee chaired by National Assembly Speaker Justin Muturi, is responsible for vetting of Cabinet secretaries after they are nominated for appointment by the President.

Kenyatta and his Deputy William Ruto are in the advance stages of preparing a new look cabinet that will spearhead their executive and development agenda for their second term in office.

According to Mbadi, the move comes after the last NASA meeting last week in Machakos where it was resolved that the coalition will not recognise the Kenyatta Presidency in what was termed as the Maanzoni Declaration.

“We do not want to be party to the appointment of CSs because we do not recognise the election of President Uhuru Kenyatta as President. This is the reason why we will not participate in the formation of this committee and the possibility of vetting his CSs," Mbadi stated.
