The motion to impeach was forwarded by Jomvu Kuu MCA Athman Shebe who accused the CEC of not delivering the mandate of his Transport and Infrastructure docket.
A majority of MCAs supported the motion adding that Mr Balala had also failed to account for Sh3 billion that has been allocated to his docket in the past three years.
MCA Shebe noted that the impeachment was a warning to Governor Hassan Joho and his administrators that the county assembly will not be used to cover up their shortcomings.
"We have sent out a warning shot that the county assembly is no longer being used by the executive as a rubber stamp.
"It is instead a rubber-stand and we are ready to strike at any incompetent public officer," he stated.

Governor Joho had differed with MCAs over threats to impeach three of his cabinet members which pushed the governor to threaten the House with dissolution.
The governor was thereafter summoned by the Senate over the threat and he appeared before the Senate Devolution Committee on Monday.
The ODM party also summoned 14 MCAs in a bid to resolve the issues between the county assembly and the county government but the MCAs did not show up.
