IEBC boss sent home after foolish mistake

A director at the Independent Electoral and Boundaries Commission (IEBC) was on Friday evening sent home on a compulsory leave.

Director for ICT James Muhati, who is part of the top management, was accused of sabotage leading to the last minute decision made by IEBC chairman Wafula Chebukati, CEO Ezra Chiloba and other commissioners.

Mr. Muhati is accused of refusing to cooperate in an ongoing audit of ICT systems.

The director allegedly failed to respond to a memo by his colleague - Director of Audit, Risk and Compliance, Obadiah Keitanny - requiring him to allow the authentication of the commission’s software and hardware licenses and certificates.

Nonetheless, Muhati never adhered to the memo dated 17 May, something that irked the commission.

"We have noted that there is little cooperation from your Directorate with regard to provision of requested for purposes of concluding the exercise. This is contrary to the PFM regulations 2015 section 162 (3-4) which grant the Directorate of Audit and Risk 'unrestricted, direct and prompt access to records,  officials or personally relevant to the performance of audit function'.

"Kindly note that we are proceeding to conduct the exercise noting your unwillingness to provide the necessary information,”Keitanny memo read in part.

Chebukati signed the letter sending Muhati on a compulsory leave and appointed manager Chris Msando as the acting director.
