Social media has recently been awash with reports of a new law that will abolish Nairobi from the list of counties, and place it in the hands of the national government.

The reports have added on to the speculation that the Jubilee government could be working out a legal strategy to get Nairobi Governor Sonko out of office and have the city run by a Cabinet Secretary.

Some pundits have gone further that outgoing Nairobi Deputy Governor Polycarp Igathe could be picked to head the inaugural  ministry of Nairobi metropolitan.

The president would be empowered to nominate a Cabinet secretary, with the approval of the National Assembly, to head the city.

However, the proposed law is not new and was first introduced in the 11 parliament by then Murang’a Senator Kembi Getura.

It, however, did not become law as it collapsed at the First Reading stage.

Gitura’s bill stalled at the first reading stage of the Senate after Parliament adjourned in June for the August polls.

According to Parliamentary laws, the Bill, whose sponsor equally failed to recapture his seat, will have to be redrafted and tabled afresh in the House.

The Senate Standing Orders 149, sub-section three, dictates that a Bill whose debate and passage is not concluded before the end of the term of the House shall lapse.
