The building which was located at Ngei area near CDF caved in at around 1:30 am on Sunday morning when most of the occupants were asleep.
Reports indicate that tenants had been advised to vacate the building prior to the incident but a few others were still occupying the building.
Rescue efforts were hampered by poor access as buildings are constructed close toe each other with narrow roads.
