Uhuru's PS named in new multi million scandal

CAK director links his troubles to declining to make “suspicious and obviously illegal payments”

In an affidavit filed in court, Wangusi swore that Ministry of Information and Communication (ICT) headed by Joe Mucheru requested that he deposit a total of 10Million shillings to an account to sponsor the Ajira Digital Programme.

Wangusi declined to make the payment which was reportedly requested through PS Itemere on 7 March 2017.

Part of the affidavit filed by Wangusi read:“I responded through a letter dated March 15, 2017 declining to apply public resources to fund imaginary and dubious programmes which were not budgeted for.”

This response was not well received by the ministry which responded in a letter insisting that he makes the “suspicious and obviously illegal payments through the named accounts”

Wangusi who is currently fighting in court to retain his job after being sent on three months compulsory leave also linked his troubles to interference by the CAK’s parent ministry of ICT.

He notes that the decisions of CAK are mostly made by the Ministry and imposed on the Authority.

An example is when Airtel took the Authority to court, the board met and agreed that the issue would be settled out of court.

Two days later the decision would be rescinded after the intervention of Joe Mucheru with the matter ending up in court.

Wangusi would be vindicated after Airtel won the court battle.
