In the much-awaited announcement, Mr. Kenyatta also stated that he had created the position of Chief Administrative Secretary (CAS) in all the Ministries.

“I have decided to establish a new position in government, the position of Chief Administrative Secretary in all our ministries,” he said.

In this new role, President Kenyatta mostly appointed politicians who lost during the August 8 General Election. All of these politicians supported the Head of State in his campaigns.

For instance, former Nairobi Woman Representative Rachel Shebesh was appointed to be CAS in the Public Service Ministry, former Budalangi MP Ababu Namwamba will be the new CAS Foreign Affairs while Former Kilifi North MP Gideon Mung’aro who lost his bid for Kilifi Governor to ODM’s Amason Kingi will be at Ardhi House as CAS Lands.

What is the role of CAS

Mr. Kenyatta divulged that the Chief Administrative Secretaries will simply be helpers to the Cabinet Secretaries.

This role could be likened to that of Assistant Minister that was in the old Constitution. However, this role is not defined in the new Constitution.

“The Chief Administrative Secretary would broadly be responsible for helping the Cabinet Secretary to better coordinate the running of the affairs of their respective ministries,” he noted.

What the position means to Kenyans

The creation of the Chief Administrative Secretary means that apart from the 22 Cabinet Secretary post stipulated in the Constitution, Kenya will have to pay 21 other individuals appointed to the newly created position.

If the CAS will earn the same pay as CSs who take home a fixed salary of Sh924,000 monthly, then this new post will definitely double the wage bill tremendously.
