Slovenia and Croatias premiers failed Wednesday to break a deadlock over a recent arbitration ruling giving Ljubljana key access to international waters off Croatia, but promised to keep talking.
"Our discussion was constructive despite our divergent positions," Slovenian Prime Minister Miro Cerar said of his first talks with counterpart Andrej Plenkovic since the June 29 ruling.
