"Everything was just completely overrun," said Ezequiel Galli, mayor of the city of Olavarria in Buenos Aires province, which has a population of 130,000.
He blamed the concert promoters and said more than 100,000 vehicles had jammed the city for the event.
Twelve people are in hospitals with injuries sustained at the concert, Galli said.
The local health minister, German Maroni, said earlier that one woman was being treated in the intensive care unit.
The accident recalled a far deadlier tragedy in December 2004, when 194 people died, many from asphyxiation and burns, when fireworks were set off during a concert at the Republica Cromanon nightclub in Buenos Aires.
