DCI on Tuesday arrested a man termed to be the master planner of the fake tender supply to State House.

Confirming the arrest through a tweet, the police authorities revealed that Mr Fredrick Muhanji Mangala had been arrested in Kakamega.

DCI boss George Kinoti led body revealed that Mangala had also pretended to be a National Intelligence Service officer.

Mr Mangala who went by the name Douglas Simiyu was behind a syndicate that conned a business man of 1200 laptops worth Sh 240 million in a fake tender to supply laptops to State House.

Mr Gathi who is the director of Micro House Technology, had previously stated that he was approached by Mangala in January, who claimed that he worked at Nyati House.

The businessman further revealed that Mangala informed him that there was a tender to supply the 1200 HP laptops to Statehouse for a security project.

Detective James Mwangi from the Serious Crime Investigations Unit in had explained that Gathi was introduced to Ms Patricia Mareka who posed as an official from State House.

The laptops were obtained and delivered to the State House’s delivery unit which were collect by Mareka and a stamped delivery note issued to Mr Gathi.

Police reports highlighted that the Micro House Technology owner was later taken to meet Major-General Nyapindi at the Department of Defence and was given a Local Purchase Order (LPO) worth Sh 40 million to supply extra laptops to be used in a surveillance system by the military.

The police had managed to capture Mr Eric Otieno Atanga, who was involved in the crime, and was arraigned in court in August as investigations into the matter continued.
