Water and Irrigation Cabinet Secretary Simon Chelugui blamed his predecessor Eugene Wamalwa over the stalled Itare Dam project.

According to the CS, during the procurement process of the dam, he was not in office.

He said that he took over the project from his predecessor Eugene Wamalwa after work had already begun.

Itare dam project started in 2014 and that's when it was signed, sealed and delivered," Chelugui said.

"I, however, took over the office in 2018 and found payments had been done and work was going on," he added.

Chelugui who had appeared before the Directorate of Criminal Investigations (DCI) headquarters on Wednesday for grilling, said he had been summoned to shed more light on the procurement processes of the dam.

"My visit to the DCI was on procurement which involves feasibility, due diligence and contracting which were all done in 2014 with the first advance payment of Ksh4 billion done in 2015,” said Chelugui.

CS Chelugui said that he was not involved in the certification or authorisation of payment for works done.

At no stage does the CS see or get any information on the payments and only gets it during the budgetary allocation policy statement,” he stated.
